Having the end in mind to have their thoughts on Bangsamoro Issues and concerns shared and heard, two of the CDYAP Cotabato City District Officers namely Abdulbasit L. Talicop and Abdulsalam U. Bakar, the district chairperson and a council member respectively, with the CDYAP National Chairperson Cristita Marie Giangan participated in the CDP roundtable discussion held in Sun City Suites, General Santos City last July 25-26, 2014.
Present in the event were Lito Monico Lorenzana, the CDP National Chairman, Dr. Jose V. Abueva, former UP President and a CDP Member, Dr.Peter Koepinger, the KAS Country Representative to the Philippines, Fr. Eliseo “Jun” Mercado Jr., OMI, Aaron Benedict de Leon, the CDP Secretary General and the CDP Bangsamoro officials headed by the Regional Vice Chairman honorable Assemblyman Cahar P. Ibay and other Bangsamoro CDP members.
The very purpose of the event was to organize the stand of the Centrist Democratic Party of the Philippines on the issues and concerns surrounding the emerging Bangsamoro Government. This is to ensure that firm stand of the party of the multifaceted issues must subscribe on the party principles and it must be consultative by nature.
The first session which started at 1 o’clock in the afternoon, 25th of June was focused and evolved around the presentation of Atty. Benedicto Bacani on the updates on the Bangsamoro Basic Law, giving emphasis on the challenges and its causes faced by both parties-the MILF and the GPH, particularly on difference of interpretations by both parties over the proposed Bangsamoro Basic Law. There the participants raised more queries on the matter. Each participant was given the chance to clarify, ask and share their opinions. CDYAP was assured heard in the discussion.
On the second day, July 26, 2014, commenced through the recapitulation of the previous minutes of the meeting, by Ramie Toledo, the IAG Staff, followed the workshop on Shaping CDP Positions vis-à-vis the socio-economic set up of the Bangsamoro focused on the following dimensions: jobs and business climate in Bangsamoro: Integrity, infrastructure, labor market; educational system and inclusive growth; and human dignity and social security.
After a short break, lecture on Federalism and Parliamentary given by Dr.Jose Abueva took place. There questions on how this structure be advantageous to Bangsamoro were raised. Indeed, Dr. Jose V. Abueva made the remark, “What is good for Bangsamoro is also good for other Bangsas.”.
The one and half day discussion ended with the historic seven consensus:
1. The CDP fully participates in the ongoing peace process that leads to the legislation of the Bangsamoro Basic Law (BBL); the formation of the Bangsamoro Transition Authority (BTA); electoral reforms and elections; and the formation of the Bangsamoro Government – though inadequate – constitute positive steps towards the institutional reforms that include constitutional change responsive to the aspirations of regions towards self-determination and control over their resources and domains.
2. The CDP is open to work in partnership with groups, associations and political parties that espouse the CDP core value of human dignity.
3. 3. The future of the Bangsamoro is intimately tied to the future of all the Regions/Bangsa in the Archipelago of the Philippines.
4. 4. The right to self-determination of the Bangsamoro is tied to the right of self-determination of all the Regions/Bangsa in the nation.
5. The control and supervision of the Bangsamoro over their resources and domain is tied up to the control and supervision of the Regions/Bangsa over their resources and domains.
6. The right to self-determination of bangsa and their control and supervision over their resources and domains are tied to the institutional and government reforms that must include Constitutional Change.
7. The bangsa’s right to self-determination and control over their resources are best served in a federal system and parliamentary form of government.
